I find HK shops are bit expensive.... BrickLink is a good place to go scout around and COD or something. Usually its the shipping that kills ( and sometimes customs ).
US is still the cheapest from what I see. Europe and Australia is no use since Euro is so expensive now and AU is the same as US but not much selection.
Euro is on a weakening trend though. What makes EU expensive is the VAT. If you happen to be there as a tourist, you can try to claim back the VAT. About 15% from retail if you consider Germany's 19% VAT. However, I'm not sure of the procedures.
For me as a resident, I can't claim it back.
There are a couple of Lego stores in Munich, never been there though. I usually get sets online from S@H, and that's 5% off due to VIP points and any exclusive gift.
Otherwise, I take advantage of TRU 10% Happy Sunday deals or any special Starcard deals.
There is for me also a monthly 10% coupon from one of the large chain malls in Germany.
When all else fails, Amazon has good offers from time to time.
Also, I keep an eye out at flea markets. There are sometimes good sets and minifigs going for a song at those places. Especially loose unsorted bricks. They sell 2 Euros for 250g in transparent bags. You can see what you get and there are sometimes minifigs and hard to get bricks in them.
