Question: The paper comes from a tree that was seens small was feed by chakra rite? Isnt the tree more prone to the element of chakra supply to it??

His saying tht there is two kind of chakra manupulation. First is form manupulation, example would be the rasengan. It changes the chakra form into a ball. Second is nature manupulation. Example is wind or fire or etc. The 4th was creating rasengan with form manupulation. He pull form manupulation to its max when creating rasengan but when he try to fuse rasengan with nature manupulation he fail. So rasengan is like a half finish jutsu. Kakashi believe that naruto can complete tht jutsu. And make it stronger. Now rasengan is an A rank jutsu. If he can fuse rasengan with nature manupulation he possibly can create a S rank jutsu.... OR NOT. Kakashi also admits somewhere in between that it might not be possible in the first place. But hell... y not just try just in case....rite?

technically a rasengan is already a "small hurricane" as describe by jiraiya once. So probably only wind element user can do it to combine the form manupulation and element manupulation together to get tht final s rank rasengan. and with the kage bunshin he probably will make it in no time. the title for next manga some what hinted this....
