Actually if i recall correctly, Shikamaru did tell Naruto that he wish to lead a normal life cuz anything out of the odinary doesn't suit him and it spells troublesome to him. Still currently his Konoho's greatest asset since his the only strategist in the whole village

I think theres nothing wrong conquering the world. Afterall, nearly all villains in shounen animes wants world domination. What we should see here is the process not the goal, since world domination is pretty much expected in a shounen anime. The way the akatsuki leader laid out the plan shows one thing - even villains need to start somewhere from sctratch in order to achieve something and not rely on some doomsday device.
