Your windows mixer can do that, if there's "Stereo Mix" option

How about Audacity ?I notice when I'm doing a project (recording a midi file in Winamp & later convert into mp3), there is a pop-up sound. When I playback that mp3, the pop up sound also appear in it.

I think you turned on the stereo mix option

It will record whatever is output to your speaker.

It is auto?

How do I start record when I wish to?

After enabling it, open your sound recorder and the recording process will start.

Microsoft sound recorder has duration limitation, better try other alternative like Audacity or something.
