even with 24fps, you can chuck in replicate frames into that 24fps, so the same frame will showup longer time, which makes the movie look slower. you will still only see 24fps.

movie standard is built up from dramas, people shoot dramas to practise & use it as fundamentals, so if the drama quality is bad, movie quality won't be that great, that is why many production hire foreign talents.
