find another company??
well,i believe they are cooperating out of courtesy,so they do have the rights to accept/reject,and of course is not nice to show the lansi attitude and also over promise,but once again,they are helping out for free..give and take..

Also, I need official permission from a particular department since they has jurisdiction over other gov departments that I want to collect data.
