A person who is leaner will have a greater chance of success at bulking because he will have less predisposition to gain bodyfat and more predisposition to gain muscle compared to a person who is not lean enough to begin a bulking cycle.

You need to research buddy. But before you get influenced into IIFYM and pics of noodles, fried rice and stuff, do your research first and foremost. Find out why some of us can do it and get away with it, then strike a balance between the 2. You cannot be too strict and you cannot be too lax either.
