Hi LYN forumers and experienced people,

There is this terraced house I plan to redesign its main gate and fence wall where the existing water meter is obstructing partially on the proposed human access.

Would like to find out is it okay to shift it? Do we have to notify related authority before doing so?
Or is there any consequences, suggestions, advices I need to know before making this decision?
