I think the highest range cards will be around that price. Zotac Amp! Extreme and MSI is selling 1499. Ya, am also looking at Palit Jetstream. Actually the fan facing inside is better for exhausting hot air. The fan is sucking the hot air from the GPU and exhausting it out the rear.
Anyway, it's always better to keep a tidy cabling route. Then you should add some exhaust fan up top. Hot air raise up. So, adding a couple of fans there will help.

I think there's nothing much you can do with the sagging issue. I old card 460 was much smaller and lighter then current gen card and it too sag.
