try to answer ur questions:
xbox 360 is not officially launch in malaysia. but we still have parrallel import from singapore. so if ur creating an account on xbl, it would preferable to use singapore as the locale.

xbl has not much interest in blocking MY ip unless several occasions but, certain things are region lock. Apply to games too, so u need to check the region before buying.
say if u have an asian region console u cannot buy things or use facility in the US as for now. If promotion is avaliable in the US only, u will not have it in SG.

most game do not have dedicated servers. well, atleast u will be automaticly connected to xbl SG first as ur priority for games.

u can look for Gamers Hideout for everything from console to xbl reload cards.

also checkout tech2 for console supplies. he have limited stocks on unmodded consoles by the way.

if ur planing to get ms points or xbl reload cards u can find them in play-asia

1. i cant really answer it. for me, theres only 2 games i m interested in, dance central and kinectimals.
dance central similar to ddr 1990's. the kinect bundles comes with 1 game, might keep u occupied.
2. i recommend getting the unmodded first expecially if ur new to the xbl, no point going underground just for a few *ahem* games. kinect games cost RM120 (new) u can get several 2nd hand games here.
3. theres a point of buying 10 *ahem* games that u dont like (if u can find 10 games, since the gaming industry is the slums now) and u can play only 50%-80% of the contains.
4. modded console cost more and risk of getting ban/bricked.

to prevent been con, check the back of the console before purchasing.

if i m not mistaken, most of the current xbox360 games are region free. You might need to check it up in Play-asia just for precaution especially Japanese games
