I don't think each drive is limited to a single knight. It can register to one. I believe it's powered all the time, because on one of the episode, we saw when a knight dies, its fortress and it's mech powers down.

yeah i supposed thats what the scriptwriters actually meant.
1 Aldnoah Drive controlled by Emperor and his bloodlines, and he can sort of make several smaller ones to be used for the Knights for war purposes
