As with all postage deals, there is always a small element of risk; damaged parcel, missing parcel, unable to locate etc. So the delay in this instance is likely to be Kangaroo and not the seller. As per stated in his T&C, the seller is not liable for any issues with the posted item. You do have a choice whether or not to buy, in case you don't agree. At RM300 budget, the Seasonic S12 II 620W is still very strong, due to a proven platform and full Japanese capacitors used. Closest CM alternative would be the modular V650S, which is really an excellent consideration as well. However, do not that only the V series (e.g V700, V850) is built with the superior Seasonic KM3 platform, the VS series are built by Enhance, so yeah...there are indeed difference there.

I believe they're already an OEM for some of the aftermarket coolers used in some brands, but I do not exactly know which one.
