Why TV ads use the word "Baharu" instead of "Baru", and vice versa on paper?

Can anyone explain?

I'm sick and tired watching and listening to whoever appear on tv and say "mereka-mereka yang telah.." or "semua guru-guru.." or worse "para-para penjawat awam/swasta.." Korang punya kata ganda mmg epic fail. And nowadays also, during news "telah berlaku DEKAT (location)...", why can't use "di" or "berdekatan".. bahasa pasar pun rojak sekali.. doh.gif
