I bet you can because i had this kinda view before too unintentionally. Actually the gapping you have is kinda big, 3 fingers, and you are wearing low cut. Guys just need to turn their heads down to your chest and they can see your nipple easily. Even though they have no intention to see, but honestly which guy dont see if you are giving them effortless chance. Moreover the guy is standing so close to you and i believe inside LRT the brightness is good enough for him to check out your nipple comfortably.

I think he stalked you because he catches your nipple view from the beginning. Plenty of girl out there showing their cleavage and didnt get stalked because their bra is filled and nipple didn't expose. Flesh and bra won't attract those perv.

or you can put some thick padding and make sure your nipple cannot be seen from any angle then u can wear low cut attire safely.

It works seriously if u wear a bigger cup in those stiff padded bra. Just imagine u put 2 bowls on your chest and the effect is simply different...lol. My gf used to wear bigger cup, I can even put an small egg inside the cup if she doesn't fill with any padding.

yeah, it has disadvantage when u wear the attire is low cut and loose fitting especially at chest part because the bigger cup make your attire couldnt skin tight to the chest eventually nipple can be seen easily from side.

Too small nothing to show n not sexy but if bra got gap then different story
