I faced the same problem when trying to resolve the problem via WhatsApp. Managed to solve it by doing this:
1) Download Astro Njoi app on your mobile phone and log in using your smart card number.
2) Put your Njoi decoder on standby - the power light should be red.
3) Go to settings on the app (bottom right), and click on “Refresh Smartcard” under “My account”
4) Wait for 10 minutes before starting the decoder.

But either way, yes, My NJOI app works too.
Actually there are two numbers on the smart card, the smart card number with 12 digits and another one with 11. I knew my smart card number of cause, also can see it in the Njoi app. After I had no success with the whatsapp chat and before I used the solution above I tried the other number as well.
