Not sure how this would work with Ultra box

Seems like they're converting inactive Astro customers into NJOI account, for free?

As what I know, when you terminate your Astro account, if they see that you're using the Ulti/Ultra Box, they'd ask you to return it.
If it's not Ulti/Ultra Box (like HD or PVR box), then they won't bother asking you to return it, cuz it's their discontinued product anyway.

Even if you manage to keep the Ulti/Ultra Box without returning it to them, plus no penalties are imposed, I'm guessing they've already put an exception in system where customers who uses Ulti/Ultra Box won't be eligible to convert to NJOI.
