Yup it works like that. You only get the reward of the thing you have yet to unlocked.
If you have unlocked an achievement already before the event you'll not get it.
I think it's a way for them to not lose a lot of money but can't complain la free money

If it's during the promo and you got the Playfire account already that don't worry.
You'll probably get the money eventually. I got my Thief GMG credit quite late but eventually it will be there. Think it was 5 dollars in total.

It's like a reward for new players who haven't played the game. I think it's a way of them to encourage new sales on GMG.
The only way to earn from them is..if you haven't unlock the achievement or play the game for the first time yet.

It takes a few days for the money to come in. It is not instant. Sometimes it took more than a week or so. But you'll eventually get it for sure.

I understand how you feel about region lock and seriously if more games becomes region lock we might need to think twice from now on.

3DS is quite a good buy. The game libraries are a lot and there is plenty of games to choose from though there is region lock..
But there should be no problem since US and Asia games can play on both Asia and US 3DS.

2DS has mono sound though. If have extra cash would definitely recommend XL.
MH3U is a good game but since the 3DS version lack multiplayer unlike Wii U better get Pokemon
Nothing can go wrong with Pokemon hahaha.
