In dark light, normally camera will select the shutter speed where enough life able to reach the sensor.
Even dslr having problem taking fast moving photos in dark light, basically u need to on the flash and keep aperture as big as possible.

If compact camera, I think that is the limitation.
That is also why people go for F200EXR and LX3 for compact camera, they are really good in lowlight.
