Tawau area population is twice of that of Bintulu itself plus nearby Tawau, there's Semporna, which itself more than 130,000 people. Plus, there is short international flight to Tarakan 

for me definitely should not be in top 10 because that would be scary, but it did, so that can only showed 2 things, either borneo is not well developed (not many outstanding cities and airports around) or miri airport is far more busiest thus surpassed my observation
