1) Poldi's not fully fit after playing through the entire last season with injuries + just returning from a major one
2) Due to 1) he probably can't sustain a high level of concentration and performance for a full 90 minutes, hence it's better to use him as an impact substitute rather than subbing him off at 60-70 min mark.
3) Santi is in better form - players who are in better form should start.
I don't buy the played out of position crap. He's playing on the left, where he played for Germany. He's been extremely efficient in that position so no arguments about this. And I don't think we can call him lazy like many other blogs do. We don't see him on the training ground so how do we know he's not putting in 100% in training? Can't call him lazy based on watching him on TV either - most attacking players "look" lazy compared to midfielders as they need to concentrate on bursting into the final 1/3 and finishing off moves.
I'm not worried about him becoming another Arshavin. Andrei messed up his Arsenal career (and probably international too) but being complacent and going out of shape. Gervinho never suited our system anyway - he's doing decently with Roma this season but he's not any better than Giroud for us hence I don't miss him at all. Poldi can be our impact sub until he proves he is better than Santi on the left then he'll start. He's also a good option if Ozil can't play - then Santi can move to the centre like last season with Poldi on the left.

But assuming that they are true, why would Vucinic, a player who couldn't start for Juve come to Arsenal where he's unlikely to start ahead of Giroud either?
Draxler, whether he comes or not, is not going to win us the league. He's injured and without proper integration into the team he's not going to be a vital player for the remaining half of the season. If we manage to buy him it'll be more for next season.
