What is the different between 6630 and 3250 o/s? How to upgrade 6630 o/s to 3250 o/s?

Is 3rd Edition (Symbian 9.1) sure faster than 2nd Edition (Symbian 8.0) for all the phones? Then the newly launch phones all faster than 6630 (was the fastest)? Among 3rd Edition (Symbian 9.1) phones which few are the faster ones? Thanks.
