If adding new fish, add during water change. This time all fishes are kinda shocked or nervous, so they kinda stick together during cleaning. Best time so that they could do ice breaking and know each other. Lol
If one fish is too aggressive, separate temporarily in another place, another aquarium or lets say a bucket, leave it for 15 mins or so. While waiting, rescape the tank, as in changing position of ur driftwoods or stones or whatever. Then put in the fish, this resets the mindset of the fish as it thinks its in a new environment. Itll be a bit more timid.
Size too is another factor. Usually the bully is the biggest.
What i do, i research and carefully pick what fish to comm together in a tank. Other than similar water requirements, i find out their aggressiveness. Sometimes in the internet descriptions are utter bull, so i watch youtube on peoples fish. Better info as people are talking from experience. This way, I always make sure that only 1 fish is dominant, and the others are passive. And the dominant is the one that is generally known as aggressive. That way the aggression is dispersed easily as the most aggressive fish knows its dominant, it doesnt feel threatened and wont bully much.
And lets say i have a bully in my tank fighting to be dominant, what i do, ill interfere myself. Put ur hand in, or a stick and bully the fish everytime it tries to pick a fight. Works for me.

Then again, fish behaviour are not general. Different fish have their own characteristics. Just maintain the best water parameters and proper diet.
my bichir easily stressed out, especially the big one, it will jump and knock my cheap plastic aquarium cover and banging the tank until its lips become red
so I will avoid changing the environment, unless I have bigger tank. currently using 4 feet only..

on serious note akhmedisonline,
my oscar is very dominant yet dominant in his own territory.
anyone who enters his territory will only be bitten. thou not dead just bite to harass i can say.
yea there is biting here and there, but so far they are living happily

Yes, I tried 1 oscar, it never kill the bichir, because of the tough scale, but all the fins are nipped, then I remove the oscar because poor bichir, chased around.
