All Astrum satellite is owned and operated by the Astrium Services
The military just contracted its x-band comm services to them (US, UK, NATO, and us) they dun really "own" the satellite
The satellite is ady up in orbit, we just use it services from them, and buy a number of comm package for use with the satt

Ironically, these x-band satellite is named Skynet
