I think they should definitely include Play store and Play service. But I doubt xiaomi will pass the Google CTS test hmm.gif

Yes any OEM wants to include gapps in their device must pass the Google CTS, that's why some OEM like Amazon and XiaoMi do not include gapps because they can't pass the test. But recently CyanogenMod passed the CTS test for their ROM on Oppo N1

IMHO I think MIUI is better than stock android in some aspects, for example their permission manager is really much better than the stock android's. Better than Sammy's touchjizz biggrin.gif
