This is not true. Phones are customized per region. Like samsung have csc and not all languages are included. So android phone will not have ALL languages. Normal users that do not root might not get the language they want so its better to list it out and inform the manufacturer on what we want.For Chinese, both must be put in, some people prefer traditional than simplified.
