For me, i jailbreak cause i want to use some tweaks.. not all tweaks will be downloaded.. many of free tweak is enough for me.. i will buy for tweaks that i really want it after reading through forum or google about it. because, not all tweak is really use for us..same goes for apps from apple store..

For battery no u need to install no percent sign from cydia and enable pecentage in settings.

basically after u remove the tweak,the setting will gone as well..

If you've did a back-up with iTunes previously, all the settings(preferences) will be saved. However you need to redownload the tweaks one-by-one.

Example:

Tweak: Barrel
Preference: Fade animation
In this case, once you download the Barrel tweak from the same repo you've downloaded previously, you'll get back the same preferences set previously.

This is because iTunes backup will also back up your preference list (.plist) so once you restore your phone from backup, you won't lose your configurations.
