I had the same problem. Simpler fix I did was to
1.) use iFile to rename /var/stash/Wallpaper.xxxxx to /var/stash/Wallpaper.xxxxy. Just replace the last letter with a new one BUT remember to take note of it. You will need to put it back again later.
2.) After renaming, go to AppSwitcher and kill Settings app.
3.) Then open Settings and try to open the Still Wallpapers. If you got "You have no Photos/Videos" message, you're on the right track.
4.) Repeat Steps 1 - 3, but this time renaming it back to the original letter before you replaced.

Apply JB with Pangu, apply all the tweaks from Applocker, Barrel, biteSMS, CCQuick Pro, Copic, Live Effects Enabler and Video Zoom Mod. Activator doesn't work though but no biggie. Since I'm using Iphone 4, after updating to 7.1.2, I notice that the Increase Contrast and Reduce Motion even enable doesn't effect the performance on typing in the keyboard compared to 7.0.6. So feel gooding.

Yup, Activator now compatible with 7.1.2. of cos it is worth to upgrade if it is jailbreakable.
