Use a original cable to do a iOS FW restoration and set it as a new iPad instead of restoring the settings, check whether the problem persist.

What iOS are you using?Try using a original cable like what Joelles said.
Also then Reset your ipad by holding the power button and home button and wait till you see the apple logo then let go of the buttons. |

QUOTE(Mark92 @ Dec 31 2013, 11:25 AM) Hopefully the problem is not on the hardware, when you stated you try to activate then I assumed the iOS is fully restored and you are yet to restore your iPad settings. How do you restore the iOS? Do you have the correct iOS for your specific iPad? Have you tried on other computer? If you have done the above and the problem still persist then you need to send for Warranty claims. QUOTE(sKypRiNcE734 @ Dec 31 2013, 12:14 PM) I believe there's nothing to do with a jailbroken iDevice, once we restore the iOS FW it will fully clean wipe the iPad system itself. |

Hmm.try uninstalling iTunes and download a new one from Apple and then connect your ipad to your laptop and try updating it.if it has a pass code then disable it.
