Political: In Malaysia, gambling legalization still faces cultural, religious and political opposition. However, politicians as policy-makers obviously support the conduct of Casino de Genting. On the other hand, other political issues that may be ignored that the casino is owned and operated by a powerful and influential group with high political connections. i only know GENTING MALAYSIA BERHAD HAS A three-month gaming licenses that have been renewed continuously since 1971.
The history of Genting Highland’s casino is intertwined with the famous resort and the sole casino owner in Malaysia. Genting’s founder, Tan Sri Lim Goh Tong had a dream of building a world-class hill resort, and a part of that dream was the establishment of a casino that would rival any in Asia. On 28th April 1969, he submitted an application for a casino license to the Prime Minister Tunku Abdul Rahman. By sheer providence, a cabinet meeting was being held that very afternoon, and Tan Sri Lim Goh Tong’s application approved.
To this day, the Casino de Genting is the first and only casino in Malaysia. Although the gambling license is issued by Finance Ministry, Casino de Genting still has to renew every three month since the license grant in year 1969 to a state gambling license under Pahang Entertainment Enactment Art.
In Malaysia, Genting Highland is the sole casino owner in Malaysia. Genting Group has a rare gambling license from the predominantly Muslim Malaysian government. Because of increase in the population of Muslim in Malaysia, the government granted the casino license with restrict entry to other companies so that it can limit the number of operating company into one company only which is the one and only Genting Berhad. Casino de Genting is a place which established under the Common Gaming House Act. Their gaming license has to renew every three month from Finance Ministry since the license grant in year 1968. Many people don't know that actually the first Casino de Genting was inside current Theme Park Hotel. Basically the Casino de Genting located at the border of two states with Highland Hotel (Hollywood,IR,VIP Room) in Pahang and Genting Hotel (Circus Palace,Showboat,Monte Carlo,Latte) in Selangor. So in case PAS takeover Pahang as they did in Kelantan and threaten to close down casino,they just move the Casino de Genting in Highland Hotel to Selangor side.
Although the gaming license is issued by Finance Ministry,Casino de Genting still has

Power to license promotion and organization of gaming by a
company
27A. (1) Notwithstanding this Act or the Betting Act 1953
[Act 495] or any other law relating to gaming, betting or lotteries,
the Minister of Finance may, in his discretion, by licence authorize
a company registered under the Companies Act 1965 [Act 125],
other than a foreign company as defined in subsection 4(1) of that
Act, to promote and organize gaming—
(a) in respect of such game or games;
(b) on such premises;
© subject to the payment of such fees and duties; and
(d) subject to such other terms and conditions;
as may be specified in the licence, for a period not exceeding three
months; and any licence so issued may, in his discretion, be renewed
by the Minister of Finance, from time to time, for periods of not
more than three months each, and in making any such renewal the
Minister of Finance may amend, add to or delete from any of the
provisions of, or any of the fees and duties payable in respect of,
or any of the terms and conditions of, the earlier licence.
(2) The Minister of Finance may, in his discretion, at any time,
revoke any licence issued or renewed under subsection (1), or
amend, add to or delete from any of the provisions of, or any of
the fees and duties payable in respect of, or any of the terms and
conditions of, any such licence.
(3) Any person who contravenes or fails to comply with any of
the provisions or terms and conditions of a licence issued or renewed
under subsection (1) shall be guilty of an offence and shall, on
conviction, be liable to a fine not exceeding fifty thousand ringgit
or imprisonment for a term not exceeding seven years or both.
(4) The provision of the Betting and Sweepstake Duties Act
1948 [Act 201] shall not apply to the fees and duties payable in
respect of a licence issued or renewed under subsection (1), save
that section 5 of the said Act shall apply mutatis mutandis to such
fees and duties

Genting Malaysia Bhd says it expects to spend at least 3 billion ringgit (US$937 million) over five years to revamp the country’s sole casino resort. The hilltop venue – nowadays known as Resorts World Genting – is one of Asia’s oldest legal casino operations. The firm will also tie up with 21st Century Fox Inc on a theme park to attract more visitors.
Several analysts told Business Daily the size of the investment might indicate Genting has been give assurances privately by the government of Muslim majority Malaysia on the continuity of its casino licence there.
Genting Highlands – as it was originally known – opened a casino in 1971 on a three-month gaming licence which has been renewed by the Malaysian authorities on a rolling basis ever since. The possible quid pro quo for the government is that the new investment will help to develop further the country’s tourism industry.
Malaysia welcomed just over 25 million visitors in 2012, a year-on-year increase of 1.3 percent according to Tourism Malaysia, the official promotion body for the industry.
Although Singaporeans accounted for 52 percent of all arrivals, their numbers grew by only 2.7 percent. Mainland Chinese visitors, while only six percent of the total, increased year-on-year by nearly 22 percent. Sixty percent of Malaysia’s population is Muslim and barred by law from gambling at Resorts World Genting.
