yes, since most of HA starters are distributed from local Japan event, so who knows how many of the legit ones are outside there

in gen 5, not all pokemon with HA are available from dream world/in-game. some are only available from local wireless event in Japan, which includes some of the starters with HA

nope.. rather, pokemon that you befriend in DW will have HA that you can bring back to bw/bw2...
