Hi, you don't actually see the 31. Once you've completed Pokemon X/Y, You'll get access to the Kiloude City. There's a guy called the IV judge in the Pokemon Centre. He will be standing on the far left, right beside a monitor. When you talk with him, he will offer to check the "quality"of your Pokemon. When you choose a Pokemon to be inspected, he will say "this pokemon has decent potential"/"this pokemon is above average potential"/"this pokemon has relatively superior potential"/"this pokemon has outstanding potential". Then, he will proceed by giving a list such as "it has very good speed. the special defence is good too and bla bla." Then, he will say, "stats like those...simply can't be beat!" This implies that the stats he mentioned (speed, sp.def &bla bla bla) are 31.

Lel... but i've since gotten another rayquaza.... but didnt clone yet... My cloning success rate is like 5 in 20 attempts..

However, i learnt today how to clone with higher degree of success.. will test later..

actually all event pokemon are hacked, none of them is legit.
cause event pokemon cant be tranfer.
