Whats the differences between, forum.lowyat.net and lowyat.net/forum?

Hi all,
i wonder what the differences between a sites that hosted in such a way
1. forum.lowyat.net and
2. www.lowyat.net/forum
any differences in managing these 2? why we choose the first, and why some are choosing the second?
