Pretty sure you can, but I believe whatever justification to support the increase would have already been discussed in your last AGM, which you've probably missed. Since this increase has been approved, that means majority of those who attended the AGM felt the increase is justified and voted to pass it. It is important for each residents to attend the AGM to make their voice heard, else you'll just have to accept what the majority has voted.
