What does "ue" stand for?

Also, I have TONS of uncommon stuff, is it better for me to delete them in hopes of getting rares or do people accept uncommon junks for junk rares?

Am planning to spend some money on Dota 2 since I want to support Valve and what they're doing, but what's the best value for money thing to buy? Are keys even worth it anymore?

Ahh sorry didn't think of that!

But I can't find advice on uncommons and spending real $$ though...
