we tried icloud find my iphone, both devides offline mode....

what else we can do?

Just set as LOST so the devices are locked. It'll be locked once they turn it back on with Internet.

If he was using iOS7, the thieves won't be able to wipe the device - therefore no resale value.
So they might want to "sell" it back to your friend.

Bags should be kept in the boot. I got a broke in in 2005 as well.
