Man, can you imagine if my wizard got this? My frost shock pulse skill (shoot out 3 frost base bolt) + blizzard (rain down tons of ice shard) will perma freeze everything included Mr. D himself.

Will this be scaled up if I craft it when I lvl 70?

I got few 2H leg staff 2 days ago but both lower my DPS (while increase for the other 2). IH + offhand is better for dps wizz.
