Means the rate is still 4.85% lor where got 4.02% ?

U're just teaching people to pay faster so to reduce principal only..

If like that OCBC HomeLoan can become 3.72% lor ...

It's a metaphorical comparison..

Means our OCBC best rate is up to BR+0.63%= 4.55% (REAL EFFECTIVE RATE) ma...so if i teach customer to pay extra monthly...
Over the whole tenure...can also reduce the average % yearly to 3.72 - 3.8%...

but abit misleading to put it this way...

Yes anyone can do so. But without fixed rate, your plan need to adjust accordingly to the BLR or BR.
With Fixed Rate, as long as you follow the calculation, it will not go wrong because there is no other variable anymore.
That's the difference of Fixed Rate and Floating Rate.
