VLT 'only' 58%? Correct me if I'm wrong, but it seems that you might not understand VLT clearly.
VLT is Visible Light Transmitted, which is the percentage of visible light that passes directly through filmed glass.
The higher the number,the lighter the film.
So based on these numbers, Centurion RX4 film for example is JPJ compliant, because the required VLT is at least 70% for front, and 50% for side and back. This film VLT is 58%, higher than JPJ requirement which is 50%.
Oh, for the front they'll not set up the same film as the side / back.
For example, Centurion RX4 package usually used:
- V90 non-security film for the front with VLT 70%, and
- RX4 security film at the side and back with VLT 58%.
So, both pass JPJ compliant because the VLT is same / higher than required. I assume this is true for other package and other brands.

Unless you specifically request a specific tinted for the front that less than 70% VLT.

Yeah, this is the real issue. Well cannot blame them though, those film are built assuming every car glass is 100% light transmitted. So, those film are already JPJ compliant, but when combining with our car glass, it become the opposite, not compliant anymore. Haha
That's why usually some tinted film adviser said they can handle if we got JPJ letter, because they can settle it (by proving to JPJ that their film is already JPJ compliant). But if need to check by Puspakom, they might cannot help settle. Puspakom don't care your film JPJ compliant or not.

I think everybody know the front windscreen the VLT must above 70% and VLT for the side and the back should above 50% in order to compliant with JPJ rules. Centurion 4mil VLT58% is only apply for the side, should have not problem at all. In Centurion 4mil package, the front will be Raytech Ultra 70. Indeed, most of the glass is not 100% clear, so we need higher VLT film to apply on the glass to make sure it is still compliant with JPJ.
