Water bill cost around GBP40-60 for 3 months
Electricity bill depends if the house are using gas then it will be much cheaper.(Heating with gas is far much cheaper than using electricity)
dont forget about council tax as well. Mine cost GBP100 per month(since you are a student you will not need to pay this but will need a letter from your uni). Internet fee should cost around GBP20-30 depends what requirement you wanted.

If can i suggest that you rent a student apartment as it should be far much cheaper. Most of the student apartment are not far from the city center

Yesterday I went to the British Council briefing.

All visa applications must be done online.
Download your application form from www.vfs-uk-my.com
The total application fee is RM664.
You have to complete the application form and make an appointment with the High Commision(if I'm not wrong, located on 19th floor, Wisma MCA, Jalan Ampang.
You would need to prepare a white background, passport size photo.
You should allow 5 working days.
You will need unconditional letter of offer from the uni you are going to.
