try to change the ballast and bulb from left to right. if still left side is more than right side then you have wiring problem on your headlamp.

yes. i do have. price is rm 380. h4 price slightly higher than other bulb since it has magnetic high and low beam.

possible to use 25W ballast and a 4300k hid bulb to fit in headlight? will it be too dim compare to halogen standard brightness?

Yes . No problem to fit in headlight. 25w ballast result still brighter than halogen.
The brightness of this HID ballast is:
25w 2800 lumen
35w 3500 lumen
55w 4500 lumen

halogen bulb brightness is below 2000 lumen.
