Based on my experience, ...The short story version -> Monk is the best due to less spamming of keys for skills activation.
The long story version -> I've played all the D3 character classes. So far, both of my barbarian and wizard had achieved P100 while my monk has reached P96 last weekend then comes P50 Demon Hunter and lastly, P10 Witch Doctor.
Conclusion.
Barbarian = perma-WoTB, wizard = perma-freeze, monk = perma-bell, DH = perma-gloom and WD = perma-CoB.
