Yes. Still dependent on the program though. If your programs isn't memory intensive then a SSD would benefit quite a bit, and if your RAM isn't sufficient then prioritize on the RAM.

You do not need to look at clock speeds for GPU. It's misleading as different GPU across different generations can have very different clock speeds. Chip used (Marvell/Intel/Samsung), real world performance, Input/Output per second (IOPS)....
