Hi, sorry for my noob question. I would to buy Pro Evolution Soccer 2014 for my brother, but the game is region lock. If I buy it using US VPN, can I play/download it at Malaysia IP ?

you cannot use VPN to purchase region-locked games. you are risking your Steam account getting banned as mentioned in the ToS.

other option you can use to buy region-locked games is to ask someone who can access the US store to buy for you. try PM'ing Axalter. maybe he can help.

btw, the region-lock only applied for purchasing purpose. should be ok to play.

If they ban you, they are going to revoke your games on your other account so it is still not advisable to do so.

It is better to ask someone who can access to US store to buy the game for you or maybe you can look around from steam trade, there are many trader there can get cheaper price and region-locked game for you.
