Yes "bokeh" I'd say is an overabused term generally used for shallow depth of field, or background blur. People usually refer to bokeh only for extreme shallow depth of field, but technically his image have some background blur as well.

Google's camera blur effect is meant to digitally create an image with perceived shallow depth of field by combining a few images which can't be had from a single shot.
