How to compress the image so that the it look nice, using phone take..

hi...lets say im using my 2MP phone to take a 1600x1200 pictures...when viewed at 100% its very ugly becos u can see those pixels....how do i actually compress all the pixels , making the picture smaller but nicer ? its like resizing the images but compressing the pixels together... i tried image resize in photoshop but it doesnt work.
for example, When i used that particular pic in my MSN display at the tiny size..it loooks super clear...

something I learned from a tip I read..
use Image > Image Size
resize the photo but remember to set the
Resample Image > Bicubic Sharper
I noticed that the images become sharper when resized smaller..

Resample Image > Bicubic Sharper only applicable in wat version? version 7 dun hv, only Resample Image > Bicubic
