Google Now is currently disabled outside USA.
To activate:
1) Go to Settings - Language & Input
2) Select 'Voice Search' then 'Language'
3) Change the language to "English (US)'
and you may start by saying 'OK Google'

Tried the "ok google" features. Can i command it to open apps instead of a web search ?

"OK GO" would probably work too.
