 Has Soundbars Improved to Usable Levels?

Move the soundbar and the subwoofer closer. If it still happens, then electronic components in either the soundbar or the subwoofer are dying. Send it for repairs if possible.

The alternative is doing it yourself by finding the subwoofer signal from the mobo of the main unit and connect it directly to the subwoofer using wires.

Im not audiophile and have no idea what atmos bring and if it worth that rm500.
Surround sound starts at 5.1 where 5 is Left, Center, Right, Left Surround and Right Surround channels. .1 is for the subwoofer channel. 7.1 adds Left Rear and Right Rear channels.

Atmos/DTS-X starts at 5.1.2 where 2 are the Left and Right Height channels.

The A650 is a 3.1 system while the Q600A is a 3.1.2 as you noted. To get the full surround/Atmos effect, you need to buy the Wireless Surround Kit that Samsung sells separately which I think is about RM500.

Realistically speaking, at the price level you've budgeted, the differences between Samsung and Sony would be minor.
