EP is with the Ministry of Manpower(MOM) SG....even if you have signed on the offer letter...if your EP/SPass/Work pass is not granted from MOM..its still a NO GO....so your answer to your question is depends...even if the company offers u and u sign...there will be a term/clause to say that if MOM rejects your 'whatever' work permit/pass that offer letter is no longer valid...

OR

the other way to look at it is that the company will give you an offer letter once they have a greenlight from MOM to get u onboard their company..

IPA == In-principle approval by MOM to company, so that the company may go ahead and hire that person stated in the IPA letter

4 room HDB rental starts easily from SGD2.2k(Woodlands area) and can go up all the way to even SGD3k+++ depending on location. Utilities are not included in the rental pricing of course!!
