Yes, the company needs to comply with a certain amount of salary to apply for an EP for professionals. This process is to protect the local graduate from being left out in the hiring process if it is an entry level job.

Dont forget EP visa is sponsored by the company. If the company/employee pulls out, the EP visa will be invalid/cancelled (it takes 7 working days for online), if i am not mistaken. That same goes if your friend wants to switch to a different company from her previous company that sponsored her EP. This is to protect the company from being used as a EP visa provider. Her new company needs to be her new EP visa employer.

I got a friend that worked for SingTel. As far I know, SingTel is not doing too well in business wise for their Optus at Australia.

So, not long ago my friend got canned at SingTel this year. Many people say that Singapore is learning what Australia Telstra doing, outsource their jobs to India.

I actually discussed about my offer, OT, offshore rates before I actually ask them to proceed into processing the application and EP visa. So, I am not sure if your friend actually negotiated the salary package. I am going in as a professional, so they cant pay me peanuts because MOM has a minimum salary for applying those visa. My guess is MOM will monitor my progress in the company.

All of my discussion is made by email. I never left any verbal contract agreement unchecked without an email confirmation. This is a very important step to cover both side of my ass if anything goes wrong that is not family related issues.
