It very much depend on the person whether he/she want to be bias based on the similar background or not. By doing that, he/she act unprofessionally. A time bomb that one day may hit back at you. Will you put your job at risk just to bring in someone you think you can work better with from the 1-2 hours of communication? My answer - no.I won't let myself be stuck at that scenario where all things equal and only the cultural background is different. Normally we have another round of interview for those kind of case, throw them few sets of papers and judge base on scores. If everything else fails, do coin flips, 2 out of 3.
